INRODUCTION

 

v  BACKGROUND OF THIS HANDBOOK:

 

Democracy requires an informed citizenry, and transparency of information is vital to its functioning. Hence it is expedient to provide certain information to the citizens who desire to have it. With a view to making legislation so as to preserve the paramountcy of democratic ideals, "The Right To Information" Bill 2004 was introduced in 'Lok Sabha' on 23rd December 2004. This Bill was subsequently passed by the ' House' on 11th May 2005, after adopting certain amendments. The Bill was later passed by Rajya Sabha on 12th May 2005.

The Bill lays down that the Act would come into force on One Hundred and Twentieth day of its enactment. Keeping this in view and to make the Act operational, the required infrastructure is set up in compliance with the mandatory provisions of the Act. The various records and documents are duly catalogued and indexed in a manner and form which facilitates access to such records to the citizens who desire to have it.

1.1 Objective / purpose of the public authority:

DIET ha has been working with a zeal to provide academic and resource the support at the grass root level for the success of the various strategies and programmes, which are being undertaken to attain.

 

1. Universalisation of Elementary Education

2. Imparting functional literacy to adults.

 

In this context the DIET has assumed two roles

 

  Achieving excellence in all its programmes

  Extension of support for elementary and adult Extension education needs of the Mehsana District.

 

In other words, DIET has been offering

 

  Pre service Elementary Teacher Education Course.

  In service Teacher Education Programmes at Elementary level.

  Extension service for teacher empowerment.

 

1.2 Vision Statement of the Public Authority

 

Achieving excellence in elementary teacher education by producing professionally sound and value oriented teachers who as responsible builders of the nation would create a rejuvenated school education in order to cherish and nurture human being as a positive asset and precious national resource.

 

Mission Statement of the public authority

 

DIET is the realization of one of the five components of a centrally sponsored scheme namely restructuring and reorganization of teacher education, approved in October 1987.

 

The 1964-66 Education Commission observed that in order to enhance the quality, competence and character of teachers, they should be provided quality training and academic / resource support..

 

DIETs MISSION is to provide academic and resource support at the grass root level for achieving quality and universal Elementary Education and Adult Education.

DIETs ROLE Pursuit of excellence shall reflect in all DIETs activities. Besides its own excellence, it shall help the elementary and adult education achieve excellence. DIET will be a model educational institution in the district in terms of meticulous, efficient and effective planning and execution of functions, harmonious and creative organizational climate, and maintenance of a clean and attractive campus.

 

 

 

 

1.3 Brief history of the story Public Authority and context of its formation

 

As per the guidelines of the Ministry of Human Resource Development, one District Institute of Education and Training (DIET) was established in the Mehsana District, during 1994-95 as a registered society, to facilitate functional autonomy with responsibility and accountability. From then, the DIET has been working with a zeal to provide academic and resource support at the grass root level for the success of the various strategies and programmes, which are he being undertaken to attain.

 

1. Universalisation of Elementary Education

2. Imparting functional literacy to adults.

 

In the likeness of GCERT, NCERT, NIEPA, CCRT, RIE, and other national level/ regional level organization, DIET organizes various in-service training programmes, workshops for target groups like elementary school Teachers, Headmasters, etc., working at primary and upper primary levels. DIET further extends support to the practicing teacher at school level by way of providing academic resource support ( Teachers Hand books, Syllabus, audio cassettes/ CDs / , Education Broadcast programme schedules, TLMs, Evaluation tools, etc.,). Also Action Researches initiated by the school teachers are supported financially and academically by the resource team at DIET. The activities and performance of DIET are uniformly being guided and monitored by the Director of Gujarat Council of Education Research and Training, Gandhinagar.

B) BRIEF NOTE ON THE SERVICES LISTED ABOVE:

 

1. Pre Service Teacher Education Branch (D.L.ED)

 

The main activity at DIET is being undertaken by the Pre Service Teacher Education Branch (D.L.ED) which is concerned with the conduct of two years certificate Course in Teacher Education. This has the recognition of the NCTE, Bhopal. DIET admits 50 candidates based on NCTE their performance in the Higher Secondary Examination and prepares them for the two year Diploma course in Teacher Education. This educational institute has the affiliation to the GCERT, Gandhinagar & Director of the primary Education, Gujarat for all academic purposes , such as syllabus, source books, examination and issue of Diploma. The recently revised curriculum of the Government of Gujarat for this Teacher Education Programme, has incorporated learner centered education, and personality development. Co-curricular activities like debates, discussions, seminars, science fairs, visual and performing arts have been given due weight age in the syllabus. Action Research component and Project Work have been incorporated in this course of study. The pre-service branch lecturers are also involved in imparting training for In-service branch teachers directly.

 

Functions:

1.      To serve as the nodal branch for the following:

              i.      Organizing pre-service course for elementary school teachers and to provide academic inputs into such course is the subjects represented in the Branch.

            ii.      Propagation of learner centered education and education for personality development through training, extension, preparation of suitable teaching aids, action researches etc.

          iii.      All general matters concerning teaching methodology and specific matters concerning teaching methodology of the school NFE subjects represented in the Branch.

          iv.      Provision of Psychological Counseling and guidance services to schools and NFE/AE centers of the district.

            v.      All matters relating to learning by children of Disadvantaged Groups.

          vi.      Education of children with major handicaps and other mild handicaps.

        vii.      Education of the Gifted.

2.      To conduct such in service programmes whose content relates exclusively or predominately to the subjects represented in the branch, or to its other area of nodal responsibility listed at (ii) (vii) under 1.

3.      To provide inputs into programmes/activities of all other branches of the Institute, to the extent of subjects/areas represented/handled in the Branch.

4.      Maintenance of science Lab, Psychology equipment, Resource Room for Education of Disabled children, Rooms for Art education, and equipments and facilities for sports and Physical Education.

5.      Promotion of and support to co-curricular activities in areas related t the substantive work of branch, e.g. debates and elocution, literature, Science Fairs, Visual and Performing Arts, Sports and Physical Education competitions, Yoga, Hobbies etc.

 

COURSE OFFERED

Name of the programme: Diploma in Elementary Education (D.L.ED)

Duration: 2 Years

Eligibility: Pass in HSC with sound percentage and below 25 years of age.

 

2. [In Service Field Interaction, Innovation and Co Co-Ordination] IFIC

This branch is expected to develop in every teacher as far as possible, knowledge, skills and attitudes which may be necessary for him/her to function as a competent professional; and to implement the main components of educational policy, and to afford teachers, opportunities of professional growth suited to their individual background, aptitude, talent and choice.

 

Functions:

1.      To assist educational authorities in planning and coordination of in-service education programmes for elementary teachers throughout the district, and to plan and coordinate such programmes held in the DIET, Pursuant to this, the Branch would.

(i)     identify training needs of elementary teachers in the district, and prepare a perspective plan for meeting such needs,

(ii)   Prepare an annual calendar of all programmes to be held outside the DIET, and

(iii)     Help concerned authorities in preparing an annual calendar of in-service programmes to be held outside the DIET.

2.      To evaluate and monitor the quality and efficiency of in-service programmes held in and outside the DIET, and to strive for their continuous improvement.

3.      To maintain data base of all persons, except NFE/AE personnel, who undergo training at the institute and to organize follow-up activities pursuant to such training, through correspondence, visits, transmission of printed materials.

4.      To serve as a reference and resource centers for teachers who wish to continue their education.

 

3. (DISTRICT RESOURCE UNIT) DRU

 

This branch of DIET serves as a Nodal unit for organizing Adult Education (AE) and Non Formal Education (NFE) Programmes for the school dropouts, child laborers and out of school children. Also this unit has got accreditation from the NIOS to start the Open Basic Education Programme(OBE) through distance mode, wherein school drop outs, out of school children and others who do not have a formal education or have stopped learning in between can continue their studies and rejoin the educated band.

 

Functions:

1.      To assist educational authorities in planning and coordination of training programmes for AE/NFE personal throughout the district and to provide necessary support to such programmes organized outside the DIET.

2.      To evaluate and monitor the quality and efficiency of training programmes for NFE/AE personnel held in and outside the DIET and to strive for their continuous improvement.

3.      To undertake field interaction work vis--vis the AE? NFE projects and centers in the district and to act as the referral unit or academic problems thrown up by the field in the areas of AE/NFE.

4.      To undertake action research in all areas relevant for making NFE/AE more effective-in collaboration with other branches, to the extent necessary.

5.      To provide AE/NFE related inputs into all programmes of the institute, especially pre-service and in-service education programmes for teachers.

 

4. (PLANNING AND MANAGEMENT) P&M

This is yet another vital branch of the DIET which maintains an appropriate data base for the district which may be required for various planning exercises aimed at UPE/ UEE/ NLM goals. It conducts appropriate programmes for Headmasters of Primary Schools, Heads of School complexes and Block level educational functionaries, covering areas like leadership, motivation, involving the community, educational administration, finance and accounting, office procedures, institutional planning, etc.

 

Functions:

1.      To provide technical assistance to educational authorities in (i) school mapping (ii) Micro planning for UPE/AUEE in an area specific and target group specific manner, (iii) formation and activation of school complexes, schools etc, and (v)Institutional evaluation.

2.      To serve as the nodal branch in relation to all programmes of community involvement in basic education, and in particular, to conduct orientation programmes for members of DBE, VECs, community leaders, youth and other voluntary educational workers.

3.      To act as the nodal branch for preparing quennial and annual institutional plans and annual self evaluation reports for the DIET, and for liaising with DBE.

4.      To provide P & M related inputs into all other programmes/activities of the institute e.g. pre-service and in-service programmes for teachers, training programmes for NFE/AE personnel, Field Interaction activities, Action Research etc.

 

5. (EDUCATIONAL TECHNOLOGY) ET

 

This branch aims at a multi media approach in assisting the class is room teacher. I Interest could be evoked more purposefully by the use of interest audio and video cassettes on any subjects. ET equipments both hardware as well as soft ware like radio / television, film strips / epidiascope; tape tape-recorder, audio / video video-cassettes on all subjects, computer computers ands CDs are used in training programmes to motivate them to make use of available items in their classrooms. In In-service Training Programmes, the teachers are ex exposed to all the above ET equipments posed. These are essential skills to be learnt by every teacher and teacher educators and DIET takes care of this assignment. To cater to these needs the Educational Technology branch of DIET has been established.

Functions of ET

To develop simple, effective and low low-cost teaching aids for various subjects/area relevant photographs, slides, audio tapes, play play-scripts, songs etc. To maintain the following:

 

Functions:

1.      To develop in collaboration with concerned staff of the DIET and other resource persons, simple, effective and low-cost teaching aids for various subjects/areas relevant to elementary education and elementary teacher education charts, diagrams, models, photographs, slides, audio tapes, play scripts, songs etc.

2.      To help the DRU in developing low cost teaching aids as above, for adult and non-formal Education.

3.      To maintain the following:

                                i.      All A.V. equipments of the Institute

                              ii.      Computer Lab

                            iii.      A display area for good, low cost teaching aids developed in house as well as elsewhere and,

                            iv.      A library of educational video/audio cassettes and, if the Institute has a film projector of films.

4.      To lend slides, cassettes and films to institutions having playing/projection facilities, and to borrow them from others Resource Centers.

5.      To lease with nearby Radio station for arranging educational broadcasts suitable for elementary school children, AE/NFE learners, teachers/instructors of the district.

6.      To conduct appropriate in-service programmes for teachers in the area of ET, with special emphasis on:

                                i.        Effective utilization of educational broadcasts, telecasts, cassettes and aids, and

                              ii.        Development of simple, low cost teaching aids.

 

6. (CURRICULUM, MATERIAL DEVELOPMENT & EVALUATION) CMDE

 

This unit of DIET aims at developing new district specific topics and curricular units for various subjects of the following kind: Local Geography, minerals, agriculture, industry, service occupations, folk art, handicrafts, communities and tribes, institutions, etc. Also it conducts INSET programmes /workshops for primary school teachers in developing of question bank and preparation of evaluation tools for various school subjects.

 

Functions:

1.      To adopt existing items & develop new items for elementary education and elementary teacher education programmes.

2.      Teaching learning for general as well as locally developed curricular units- especially primers for classes I and II in tribal languages in districts having substantial tribal population.

3.      Techniques and guide lines for continuous and summative learner-evaluation.

4.      Tests, question/item banks, rating scales, observation schedules, guidelines for diagnostic testing/remedial programmes talent identification procedures etc.

5.      To help DRU in development work as above for Adult and non-formal Education.

6.      To undertake testing on sample basis to assess achievement levels among learners, especially with reference to Min levels prescribed for the primary and upper stage and for adult learners under NLM.

7.      To help educational authorities and elementary school/NFE/AE centers in implementing a reliable and valid system of learner evaluation.

8.      To conduct workshops for the adaptation/development work mentioned in (1) above, as also in-service programmes relating to CMDE.

 

7. WE BRANCH (WORK EXPERIENCE)

This branch of DIET works to develop teaching learning material, low cost teaching aids for sample curricular units of the Primary School Syllabus. It also extends its services to the Teacher Education trainees of the Pre service Teacher Education wing by way of training them in the local arts and crafts, which in turn helps the Primary school hem teachers to impart art education, handicrafts to the students in the Primary schools in the LOE period. This unit organizes activities for cleanliness upkeep and development of the campus, institute playgrounds, gardens, etc., Pre-Service Teacher Education Existing scenario of the Elementary Pre-Service Teacher Education In take of students for D.L.ED at Elementary Education level in Mehsana district.

 

Functions:

1.      To identify locally relevant areas and incorporation with concerned nodal branches, to develop sample curricular units, teaching learning material, low cost teaching aids and evaluation tools/techniques in such areas.

2.      To help educational authorities and elementary schools/NFE/AE centers in planned introduction of Work Experience activities in such schools/centers.

3.      As backup to (2) above, to conduct appropriate in-service programmes for teachers in the areas of WE.

4.      To provide WE-related inputs into all other programmes and activities of the Institute.

5.      To organize activities for cleanliness, upkeep and development of the Institute campus and its surroundings and for basic maintenance of institute furniture and other property.

6.      To organize community service activities and study visits to work centers as part of training programmes, and to promote such activities on extra curricular basis.

7.      To maintain Workshop/Farm/Garden for WE activities.

v  Procedure followed in Decision Making Process

 

Procedure followed in the decision making process, including channels of supervision and accountability

 

The Executive Committee is an authority to exercise all the Administrative, financial and Academic powers. The Director of GCERT is the Principal Executive Officer of Council and all the administrative and financial affairs, including implementation of the various activities of the DIET are being dealt and carried over under his control. The matters pertaining to the general Administration of the programmes, service matters of the officers and staff, creation of posts, qualifications, selection procedure, pay and emoluments, discipline, control etc. are looked after by the Administrative branch under the supervision and control of the Secretary of Education of Gujarat State. Any decision on any matter in this regards, the file is put up to the Director of GCERT by the Branch, which is routed through the Secretary of Education of the Gujarat State.

The matters pertaining to the finance and Accounts are dealt by the Accounts Branch for taking any decision on financial matter, the file is put up to the Director of GCERT through the Finance and Accounts Officer. The Pedagogical activities are dealt under the supervision of the Director of GCERT. All the cases in connection with pedagogical activities are dealt by the concerned officer in charge and routed through the Director Of GCERT.

The manner of execution of subsidy programmes including the amounts allocated and the details of beneficiaries of such programmes

 

Execution of subsidy programmes is done according the norms of Head Office GCERT- Gandhinagar. The amounts allocated and the details of beneficiaries of such programmes were maintained by the department.

v  NORMS SET BY IT FOR THE DISCHARGE OF ITS FUNCTIONS

 

1. To serve as the nodal branch for the following:-

(I) Organizing pre-service course for elementary school teachers (including admissions, instruction and evaluation) and to provide academic inputs into such course is the subjects represented in the Branch.

(ii) Propagation of (a) learner centered education and (b) education for personality development (including value and culture education), through training, extension, preparation of suitable teaching aids, action research etc.

(iii) All general matters concerning teaching methodology (e.g. multi grade teaching, peer group tutoring etc.) and specific matters concerning teaching methodology of the school NFE subjects.

(iv) Provision of Psychological Counseling and guidance services to schools and NFE/AE Centers of the district.

2. To conduct such in-service programmes (for elementary teachers) whose content relates exclusively or predominantly to the subjects represented in the Branch, or to its other areas of nodal responsibility listed at (ii) under (1) above.

3. To provide inputs into programmes/activities of all other Branches of the Institute, to the extent of subjects/areas represented/handled in the Branch. Such programmes would include:-

(i) In-service programmes for elementary teachers.

(ii) Training programmes for NFE and AE personnel.

(iii) Development of locally relevant curricula, teaching-learning material, low-cost teaching aids, testing and evaluation tools/techniques etc.

(iv) Field Interaction (including extension) activities.

(v) Action research, especially in ways to improve learning by children of disadvantaged groups, and in education of the gifted.

4. Maintenance of Science Lab., Psychology equipment, resource Room for Education of Disabled Children, Rooms for Art Education and of equipment and facilities for Sports and Physical Education.

5. Promotion of and support to co-curricular activities in areas related to the substantive work of the Branch, e.g. debates and elocution, literature, Science fairs, Visual and Performing Arts, Sports and Physical Education competitions, Yoga, Hobbies etc.
